The mission of the Division of Heating, Ventilation and Air Conditioning (HVAC) is to protect the lives and property of the citizens of the Commonwealth of Kentucky through regulation and licensing of the industry and to ensure the skills and knowledge of HVAC contractors and journeymen by means of continuing education.
The division also is charged with administering and enforcing the Kentucky Revised Statutes 198B.650 to 198B.689. These statutes have required heating and air conditioning contractors in Kentucky to be licensed by the Division of HVAC since July 1995.
On Jan. 1, 2011, Kentucky became the first state to implement a statewide HVAC permitting and inspections program for residential and commercial construction. Provisions of the program require that a permit be purchased for all new construction and only properly licensed or authorized individuals are eligible to apply for an HVAC permit. This is one of many initiatives to further ensure the safety of Kentucky's citizens.
HVAC is not just simple furnace or air conditioner installation. It demands serious consideration and planning. Careful and thorough evaluation of heating and air system installations and service is a requirement in today's HVAC industry. These products and systems can cause severe property damage, bodily injury and death if not installed properly. Innovations and developments in building technology require the HVAC industry to address many industry standards and the applications of HVAC systems into building structures. Occupants' health and safety can be at risk or compromised by inadequate or misapplied heating and air systems.
The HVAC industry continues to grow and develop, having undergone significant changes within the past decade. Advancements in technology and related applications have helped develop the HVAC trade and occupation into a recognized "physical science" of study. Because of the harmful chemicals and materials associated with the HVAC vocation, federal legislation was enacted to mandate certification of individuals for the proper use and handling of these chemicals. Kentucky is one of 35 states with a licensing program specific to the trade.
